He isn't to tough, you just need to have either Edgar use his Flash tool. Also fire dance works well from Sabin.
The toughest enimies in the in the game are branchasors (Spelling) that you find in Jurassic Park in the world of ruin. Those things are just plain nasty and have a ton of HP. Drops eccodemizers though.

nah i was wrong its acctually the rats you fight in the opera house because the get to move right at you when you are in a fight so when you leave you dont get to heal then they kill you

You can purchase them at Figaro Castle after the battle in Narshe when Terra disappears.
Also the Flash/Auto-Crossbow strategy largely works based on levels. If you're not overleveled, the Tools won't one shot them, but will weaken them enough to be easily picked off.
I remember Zozo in general being an absolute pain in the backside. I thought I was reasonably levelled up to that point but I got my arsed handed to me there.

I would never use cyan in my games. He tends to just be painfully slow it seems.
Cyan is one of my favorite dudes cos he can 4 hit.

Not really an enemy, but if I am at a very low level the sequence when you have to protect Bannon/the Esper at the mountain tops of Narshe is always such a pain in the ass. That's usually my fault though since I am a sadist and try to off every enemy on the map.
Master Tonberry can be very hard too depending on your party and your spells.
Im going to have to say the hardest enemy is infact. A tonberries. Not master tonberry. Not tonberry. Tonberries. Theres 3. And they appear in a chest in Umaros cave. And they absolutely decimated my team...
The flying heads in Phoenix Cave. You do not want to fight but you cannot flee and then they defeat you.
They use 1k needles.

Ah, Lifeshaver. That was what I was thinking. Not sure why I thought soul sucker.
Maybe thats its name in some translation. Pretty sure snes and gba both use lifeshaver. Unless its psx that uses it aswell.
They do use the attack called "Blow Fish" in older versions which is 1000 Needles. They use Smirk and 1000 Needles. No Lifeshaver. The team up with some other enemies sometimes though which can be tough as those others use stuff like Quater/Gravity and a 1000 Needles attack afterwards can give your low-level team even more trouble.
I hate running into them, no being able to flee and then them using 1000 Needles.

That guy hits hard - very hard - and he can also throw Ultima!
He can also dish out a bunch of annoying status effects with Disaster, although of course you can use Ribbons for that.
