I know they're the same age but Serah looks a lot younger. Maybe it's Paines silver hair? That and not dressing like a japanese school girl? Though hell if I know what she's wearing. I haven’t played FFX-2 but Paine reminds me strongly of Jack from Mass Effect. Seeing as Jack was the only character hot enough to make me stray from Liara... Paine definitely gets my vote.

Even if the hair on top of her head was pushed down, it would be much, much, much shorter then the hair at the back of her neck. Trust me. I know. I've grown out several pixie cuts in my lifetime. Girlfriend's got a mullet, and she's just doing the best she can to make it appear less so.

The hair on top of her head absolutely is. If she didn't spike it, it would reach her sideburn. It's a mullet.
