Selphie is the best thing in FFVIII, kinda sad really
(heh, because I am now officially an FFVIII basher I had to slip that one in) although I actually do mean that.

Well I am not going to rank them all, but lets see for the top few there's

and Tifa, Tifa, and Tifa! (what can I say, I am a one woman man! Besides with the whole subplot of are they childhood friends or are Cloud's memories fiction or is he even the same Cloud, who could not be pulled into their love story? Plus she looks hot, is loyal, so what's not to love and adore? NOW assuming Tifa had a wild side and wanted a 3rd person now and then *winks* then lets add in Selphie, Quistis, or Rinoa, then Garnet (in that order).
I don't think the point of Kishi's list was so much to illustrate his knowledge of every female character (he did leave out Jessie and Airship captain Erin, notably) but rather to illustrate how little regard he has for Rinoa.
Anyway, I haven't played ff8 so here goes from the other two:
