I tell them the time, because I'm a nice groovy person. If they don't say thank you, I trip them and kick their untill it is no more.
I went to a guy at the mall selling watches and asked him what time it was. He called me a smartass.

I wouldn't refuse to tell them the time. That's just selfish...
I hold out my arm and stare them in the eyes until they look at my watch for themselves and leave me alone. I only do that with people I know though, semi-jokingly. If a stranger asks, I tell them. Nothing wrong with manners.

People I know know that I always wear my watch (dubbed "the bling"), but when they ask me what time it is I just stare at it blankly for a few seconds and then come back at them with a change of topic, like "Did you see (show) the other night?" or "Hey, did you hear about (event)?"
If it's a random person or a person that I don't know but hasn't ever done anything to annoy me, I'll tell them.
If I had a watch I would tell them but I never wear one.
I've never had that problem... Then again, I don't wear a watch.

2. I would never refuse to tell somebody the time.

I don't see any reason why someone would actually refuse to tell what time it is. :confused: If someone asks me, I tell'em. As if it's too much trouple. =P
I only tell them 'no' if it's a good friend, or a hot girl, because it irks them so much.
I usually just make something up.
