Ok, so the Finals between Seung Mina and Mai Shiranui turned out as a tie, and to me, that's not enough to satisfy everyone. Well, seeing they both had 8 votes in the finals, I decided to count all the votes in the past rounds, and I came up with a victor.

Guys... and ladies, presenting the winning female video game character.

With a total of 49 votes overall, our winner is...

Let's count them out.

In the first round, Seung had a commanding total of 12 votes. The next two rounds totaled to 13 votes, and the remaining three, including the Finals, she had 24 votes. All together, that equals 49 votes. Her last opponent had a total of 41 votes, thus losing out to Seung Mina when the overall votes were counted.

So there you have it. Seung Mina is our winner! :D
