I don't have a veggie garden, but I like lying outside in my.....regular garden. It's really nice, and a great place to think, and relax, with the sun beating down on you. I'm much more of an outdoor person, I guess.

My parents keep a garden, but I tend to stay away from it. I wouldn't lay in it, either.
Will a balconey suffice? I can't see the sky if i lie down though. But I can if i sit on the washing machine.
