Not if they use proxies. That's actually why some sites require you to use your ISP's assigned e-mail address to register. Because with an infinite amount of proxies to connect through the only thing that wouldn't keep them from evading bans all day would be not having an e-mail address and it being repetitive. On most IRC servers proxies will be automatically blacklisted, which is pretty stupid because not everyone abuses proxies and some people use them to tie together their LAN.Quote:
