I suppose you're referring to the fact that the idea behind Garden seemingly has no traceable origin. After all, Edea finds out about "SeeD" and "Garden" when Squall tells her in the ending. However, Squall knows about "SeeD" and "Garden" because Edea founded them.
The cause and effect between these events would be completely circular, meaning that asking who's idea it was first would be as pointless as asking where the 'starting point' of a circle is.
That is, of course assuming that time in FF8 is unchanging. If time wasn't unchanging, but the loop rather came to be at some finite time in the past(if time was unchanging, the loop would have always been like we see it in the game) the origin of SeeD might have had a meaningful origin somewhere in the time before Ultimecia first travelled back to the past.
That what you had in mind?
The Garden's were founded by Cid and Edea... or am I completely crazy?

It's not a plothole if time is unchanging. Then it would just be another example of what strange things may occur within a timeloop. If time is changing, then it would simply be something they didn't find important enough to explain fully.

I dont think its any amazing time whatever, I think she after she caem across her powers she new, by history of what was likely to happen and thus she just planned in advanced. The Garden and SeeD and whatever was just creativity on Cid and Her parts.

Anyway, I voted the 1st and 4th choice. (They both gave her the idea!)

the first on. its kinda cool when you think about it. there must be a time loop thats been going on for years and years.....
The first one is the easiest to prove.
Squall is the crux of a time loop encompassing the events of Final Fantasy VIII as well as about twelve years prior. Upon defeating Ultimecia, as his comrades are pulled back from time compression into their own respective places in the timeline, Squall takes a detour back to the orphanage, where he encounters Edea. Edea ends up absorbing the dying Ultimecia's powers as part of the cycle of sorceresses (a sorceress must pass on her powers to a successor before she is allowed to die peacefully), and wonders aloud about endings and beginnings (dialogue mirroring words to Squall years later, on Disc 3). Squall plants the ideas for Garden and SeeD in her mind, creating a loop in which he must become the leader of Balamb Garden so that he can make it to this point again. Edea correctly guesses who he is, which is why Headmaster Cid knows to turn over leadership of the Garden to him, specifically.

Its a never ending time loop. The one thing that can drive anyone crazy when they start to think of it more. Or at least give a major head ache
And if the SeeD thing is a time loop, doesn't it mean the whole game is in a time loop? :p
