n00bies with great b00bies are the best.
Noticable without being annoying is a good start.
Not sure if I passed that one or not. ;)
EDIT: What Psychotic said is also good. :p
Newbies who get involved right away.
Funny newbies. :)
1. The ability to spell.
2. A brain.
If they have a genuinely friendly personality but don't try too hard to fit in, that's ideal. It's annoying when newbies just create a thread full of stupid smileys and then become "friends" with other people in 5 minutes, like so:

I good newbie shouldn't come here thinking he knows everything...I hate those who join one day and in the other try to be the smartest member in the galaxy. It's OK if newbies try to show their knowledge to the other members, but they just shouldn't act like total jerks.

What makes a good newbie? The same qualities that make up any other good member, I'd say. I try not to think of members as newbies/oldbies anymore.

What makes a good newbie:
1 kilo pork - cubed
1 bundle kangkong, cut into 2 inches length
1 bundle sitaw, cut into 2 inches length
5 cups water
1 sliced onion
4 pieces sliced tomato
10 pieces sampalok (tamarind)
2 pieces radish
salt or patis to taste
Directions:
1. In casserole, boil pork until tender.
2. Add onion, tomato and sampalok.
3. Remove sampalok when tender then mash to extract the juice. Strain the juice then add back to the casserole.
4. Add vegetables and cook until done. Season to taste.
5. Serve with white rice and patis.
