Of the other characters, I liked Ultimecia very much.

I would have to agree with GooeyToast on this one. Laguna was one of the best developed characters and had a kickin' battle theme.

Yes, Laguna is the best developed character in VIII. I always liked him, even if he was kinda dorky (he kinda reminds me of myself). The flash-back sequences also kicked ass as well.
