I used to be an actor, so the answer to this question is fairly simple:

Its not hard. I don't cry often, but i can make myself do it. You just have to think of something INCREDIBLY sad, or something that makes you so happy you cry. I had to do it in a play once.

Sometimes I'm good at making myself cry. Just thinking about something that really hurts.
Sometimes when I yawn I cry.
Maybe they yawn.
Maybe they stab themselves, or hurt themselves somehow? Lots of people cry when they're hurt, and for a million dollars you'd think they would do whatever it takes :rolleyes2
Think of the brutal slaughtering of a cute little kitten, while thinking of Aeris sinking to the depths of the forgotten capital, while thinking about what life would be like if Hideaki Anno died during childbirth.
Well, it isn't that hard. Whenever I've been called upon to do it, I've just gotten really into the character's head. No more of my thoughts. Period.

Usually the "think-of-something-sad" thing only works once for me. :/
Eye-drops, or rubbing them until they water or staring at something or remembering something sad!
Severe and multiple kicks.
Cutting onions.

I think of all the kids at my school that play Halo 2.... I cry for them....
My best friend was always doing school plays and most of the time the tears would come naturally if the story is THAT intense and you get a lot of feedback from the audience by how much emotion they show you. It's just a sad aura that comes across everyone in the entire room. But as far as movies go, the whole eye drop thing, or thinking of something from their past would work.
I think I'm the only one who answered this question seriously. xD Aside from a few I guess.

I would imagine they either get so involved in playing that character that they put themselves in the same place, or they just recall something that would make them cry anyway.

Its called acting
They actually have some sort of make up that they can put on people to make them look like they've been crying. Good actors/actresses like Halle Berry cry on their own. Most the time they just think of something sad.
I know a girl who wanted to fake like she'd been crying so she could get off easy for not finishing a project. She had some sort of make up that she put under her eyes and it really did look real... I thought it was kind of stupid though.
Give me a 10 million dollar movie deal, and I'll cry a freakin' river on command.
