How does one win a wet t-shirt competition?

Ive been puzzled about this for a while now

yes i knwo how it work, woman spray their chests with water to make their breats show through, but how do you actually determine who wins?

Suggestions Anyone? :choc:

Not necessarily the biggest, just the best looking. "Best of Show". And not just the best looking, but I don't think I've seen a wet t-shirt contest where all of the shirts actually stay on. But getting them wet makes them easer to tear off.
