Kefka's too hilarious to even be in Sephiroth and Kuja's destruction-and-anger realm. :) He was king of the destruction-and-joy world.
But kefka actually did take over the world. they were eating out of the palm of his hand. However Kuja was a close second.

Kefka was a sadistic, nihilistic and misanthropic bastard, bent on pretty much the destruction of EVERYTHING, enjoying each and every one of his horrible acts while still keeping a somewhat amusing feeling to him.
Also, Kefka went as far as destroying the entire world and becoming a God, then ruling it for an entire year with an iron fist while smiting anyone who opposed him: He basically killed all hope in the world. So basically, Kefka happens to be so delightfully evil that anyone who thinks Sephiroth is more evil is obviously dumb, fanboyish as hell, or both.
Also, Kefka has that laugh, which, although not a real point in his favor, is a rather memorable thing to him.

kefka kicked ash, he was freaking halarious aswell, a villian thats funny isnt somin really in FF so i think that made 6 even better.
and btw...necron was the stupidist villian of all...all of a sudden he apears? never mentioned never thought of, he just comes up, you fight him and hes like ill never die....i thought it was so stupid..sry thats just my beef
Since I was too lazy to add Dycedarg to the list, Kefka it is. Dycedarg, however, is the ultimate in manipulative, cold and calculating evil.
Which is why Kefka is ONE of the best, though I found Kuja a better character. He obviously wasn't as evil as Kefka, but I found him a more interesting character.Quote:

Hm, I really haven't had the chance of checking out FF9, but Kuja might as well be a good villain (I don't care if he looks like a woman, looks don't matter when you're a villain, unless you look like Brian Peppers).
I agree with the Sephiroth thing, though, all he ever did was "OMFG I KEEL AERIS" and "LOL I SUMMON THIS METEOR THAT FAILS PATHETICALLY", that and getting killed by a guy with a Zapdos for hair.
His motivations were lame (Actually, were there ANY?), his reasons to be evil were lame as hell (Kefka at least had the excuse of insanity in the beginning, then we get to know the depths of his nihilism, which is in my opinion a rather good excuse for his evilness, I mean, if life is pointless he might as well destroy all of it, right?) and the way he used to attempt destroy the world was rather uncreative (A meteor? What do you think I am? A T-Rex?).
Plus, spending the whole game as a fuggin corpse encased in materia was dumb as well, and did I mention he didn't say ANYTHING before the final battle? I don't know about you, but I feel that when the villain doesn't do or say anything before the final battle it's rather anti-climatic.
In my opinion, the only reason as to why Sephiroth gets all of that dumb credit is because of the way he looks (looks don't make a character, fools), despite saying nothing interesting, having nothing really memorable to him (Aside from an unrealistic sword), and lacking on any kind of psychological development whatsoever (Why did he want to destroy the world is beyond me).
