What's the point of this materia? Is there any use besides making a very low HP mage character with absurb amounts of MP? Is there ever a situation in the game where a character with 800 HP and 7000 MP would be useful?

Not that I can think of.
Not unless you had a master Sneak-Attack & Knights of the Round Materia.
If anyone ever feels like 999 MP is not enough they need to start learning how to use MP regenerating items. I hate the stupid HP - MP materia, it's a wasted materia cave.

Besides giving you a maximum MP of 9999, it has one other use:
With 999 HP it's very easy for characters to reach their limit breaks. This is useful for limit breaks that you learn by executing other limit breaks over and over again.
I think you can Quadra Magic KOTR with it.
KotR Dosn't work with Quadra Magic at all, if I remember...
It usually doesn't work because you don't have enough MP to cast it 4 times in the first place. I neve tried though.

I'm pretty sure you can cast KoTR with quadra magic, though I don't remember if I've tested this. It should work because you have way over 1000 mp.

I guess 13 or so attacks with KotR really dosn't need to be repeated four times. Not to mention it would take about half an hour to watch.
I get around MP consumption issues by linking Master Summon to MP-Absorb.
I only use HP <-> MP for learning limit breaks.
Some characters (Cid, Nanaki) do more damage with their Ultimate Weapons when they've got more MP, so the HP<->MP materia allows you to accomplish this easily. Even a low-levelled Cid could deal a real bruisin' if you turned his 3000 HP into MP when he's carrying the Venus Gospel...
Other than that, I guess that gaining Limit Breaks is the best use for this particular materia - unless you want to customise your characters into specific 'job classes', in which case you can use it to make an old-style Mage, with plenty of magic power but limited HP.

The limit gauge trick is creative enough, and the MP-damage. I wonder, does materia that gives MP bonuses and HP penalties give them before the switch or after. I'm too lazy to investigate. Or for that matter, does it switch HP plus and MP plus materia?
I guess that would make sense. HP⇔MP swaps the base stat numbers, HP+ and MP+ just adds to the number recorded in your HP & MP gauges.
Would it boost Red's Limited Moon because there is more MP or is Red's Limited Moon only based on percentages?
I would expect both the MP based Ultimate weapons and the HP based ones (Like Cloud's Ultima Weapon) to work on the percentage values rather than total number values.
