I'm pretty sure if someone posted that many smilies in one post then they would get a solid warning. I'm also pretty sure it's impossible to post that many smilies. You'd have to be more specific as exaggerations don't help when we're trying to look into things like that, but as far as I know, nobody uses too many smilies on a regular basis and if they do we can give 'em a slap on the hand and tell them to cut it out.

I propose we do away with smilies entirely.
