To answer the original question, I think it's made quite clear that Squall hates hearing about other people's problems. In fact, I am pretty sure he says so almost immediately after telling Quistis that line. Half of the story in Final Fantasy VIII is Squall's personality progression throughout the game, if he said "Speak to me whenever you wish to convey your inner feelings and turbulent emotions," that would completely destroy everything attractive about him as a character.
And since this thread has devolved into talking about Quistis BDSM I think its time has come.
