Once again, I am voting for Mawlock, from Shining Force: Resurrection of the Dark Dragon. One of the worst characters of all time, bar none. Every game does not need to have some sort of card use in it to be good. He was one of the utterly horrid additions that butchered the wonderful game that I loved on the Genesis, Shining Force: Legacy of the Great Intention.
