I think it was rare a few years back, but after it got issued as a greatest hits game, the price plummeted - same for FFTactics, same for Xenogears.
Through at least last year, the local Wal-Mart in my hometown sold Vagrant Story new for 30 bucks. They might still have it.:p

I bought my copy of Vagrant Story for £12.
I also got FFIX for £1, FFVII + VIII for £2.50 and FF Anthology + VI for £3. I know there not as rare as Suikoden or Legend of Dragoon, but that's still a good deal.
