Is very easy to know. Just imagine that you are walking in a dark alley and you see one of them(but you don't know who they are). Who would be more scary and creepy?
In my opinion, Vincent.
I'm a creepy people. know why? Because if I met Kuja in a dark alley, I would assume he's a gay prostitute and pay him $100 on the spot to come hom ewith me.
I win.
Edit: This isn't an insult to Kuja at all. On top of being a truly terrific character in personality and plot, he's absolutely gorgeous.
Back to the serious discussion.
Kuja wears a thong, and dress-looking thing, he beats out Vincent alright.

And Kuja wears a thong. Big frickin' deal. A lot of guys wear girl's underwear. And the thing isn't a dress. It just hides his tail. So, he isn't that creepy. I'd say VIncent is creepy because he does have one claw-hand and a gun.
Kuja isn't creepy at all. He's just a run-of-the-mill tranvestite.
Kekfa from FF6 was creepy. The way he just did evil things, laughing maniacally, and was really ugly.
the three evil spawns off sepheroth in ff7:adventchildren were creepy tho the way they were just uterlly obsesed with mother
Kuja isn't a transvestite. I've seen transvestites and they were things like bras, lipstick, earrings and so-forth. Kuja had a thong on and that's the only part of his outfit that is feminine.
And Kefka looked like a clown...That isn't scary. Unless you just watched Killer Klowns from Outer Space

Yes, but he's an effeminate, psychotic, nihilistic clown. That makes all the difference.
Now this is the greatest creepy villain, according to FFIV:A he's Zeromus and at the same time he's not.
"I'm Zeromus, but I'm not. I'm Zeromus EG. lol"
And then he dies,
"I never seen humans this powerful, I shall rest again now. lol"
This is why Zeromus_EG tarnishes the Zeromus name.

Out of the two, I think Kuja is creepier. However, I still think Jenova and the Fake President Deling were creepier. With Jenova, I mean (SPOILER)the headless alien mutant that caused a huge trail of blood in the Shinra Headquarters and left President Shinra dead on his desk with a sword through his back. The Fake President Deling was (SPOILER)an undead zombie that kept making quite disturbing moves and talked in a suspicious way. I wouldn't want to meet that kind of a guy in a dark alley.
