Dunno. Looking at clothes of people like Yuffie in KH1, I don't think clothing is what they're worrying about. I think it went something like this, anyway.
Writer: We've decided we want Tifa in Kh2.
Nomura: Ok.
Writer: We want you to re-design her outfit.
Nomura: No. I redesigned the entire FF7 cast for Advent Children. Use that outfit.
They also made her "you know whats" smaller in case nobody noticed.
Well...in my opinion...no...I mean the first time I look at her I mistaken it for Rinoa...anyway it's not THAT hot...a little cute maybe...
Well, since most of the kids that play KH are around 10 or older, so I don't think so.

Well, if it's true that they cut the bust size (I wouldn't know, I don't really pay attention), then there was probably only a slight issue with the thing.

Yup, the skirt is short. However, if you look at designs for people like Kairi and Namine, their skirts are about as short as that, but you don't see up their skirts, since the programmers programmed their skirts to stay still.
Doesn't really matter, at least things aren't flapping about! lol
Seems okay...That's usually how people are drawn for fashion design sketches: The legs are long, and the torso is usually a little longer than that, but she's not as bad as Dona from FFX. I think she's pretty well covered.

It's a skirt, Nomura himself has said so. She did come close to wearing trousers instead, but they decided against it eventually.
Would the trousers be leather pants or denim jeans? I'd think she would look great in a pair of denim blue jeans.

She had a sexy, ye-not-yet-of-age, fashion-despot, girl-next-door look, and it would have worked fine for either AC or KH. VII and AC/KH2 re-Tifa are both fine for anything. Every character was redesigned once though and I believe it should be done again before anyone is featured in anything else. BTW (if Aerith was brought into KH, why not Zack?)
Anyway, since when did the artists at Square allow their ability to dull to the extent that one cannot distinguish a skirt from sport shorts? What kind of jerk would assume something of this nature when you can plainly see there is no separation for pant-legs of these supposed shorts?
ONE MORE THING. Tifa's breast size did not actually drop. Her new top simply puts less emphasis/exaggeration on her breasts so there is the illusion of smaller size but they are actually the same.
