Eh, I'd keep it.
Depends. If it was just on a random street, I'd probably leave it. If it was at a school or park, I'd give it to the office or something so it can be claimed. $20 is a small amount, it's not worth stealing, and it had an ID.

Probably just leave it there. When I worked at the library, people left keys with their library cards attached all the time, and we could easily look up their numbers and tell them, but most of the time they just ended up sitting on a shelf for days. :p

I for one would first look at the ID. If it was a hot Girl, I would find out if she had a boyfriend. If not, I would tell her I found the wallet and give it to her. Then I shall offer to take her out on a date, not telling her that I took out the 20$, which I will be using to pay for the date.
Take the $20 and turn the wallet into the police station. It's not a crime and it's generally accepted in this country that if someone finds your wallet they can have some money.
I would return it at a station, because I'm so goody-goody to the point where it's bad. :D

Id leave it, I wouldnt pick up a wallet. Its just wrong. If the money however, just happened to fall out..
try to find out who it belongs to or take it to the police.
I wouldn't be finding any wallets, because I keeps myselfs to myselfs. But presuming some odd contrivance caused me to find a wallet, I'd take it to the cops.

Take the money and dump in the wallet, then turn it in. Anyone stupid enough to drop their wallet deserves to get it back full of crap. :D
If I saw a wallet on the ground, I wouldn't even touch it. If I see paper money, though, I take it and don't give it a second thought. I guess it's because the wallet would be too personal for me to want to deal with.
Return it. My self respect is worth more than $20. But then, I'm not broke, if I was....

if the ID has an address i'd try to return it in person, if not i'd give it to the cops...yes i'd leave the money, it's only 20 bucks

I'd return it, money and all. Good karma.
I'd pick it up, have a look at the ID, and wait around 5 minutes to see if the person comes back to look for it. If they don't, and there was an address or phone number or something which I could use to get in contact with them, I would drop in/call the number. If all else fails, I would hand it in to the cops. I wouldn't take the money.
If it was a wallet, I'd hand it into the police. If it was just $20 lying on the ground, I would take it.
I'd do the same that I wanted someone to do, if I had lost my wallet too..

Exchange the 20$ for a 10$, a 5$ and five 1$... THEN! Return the belonging to the inividual and when they ask "why?" exclaim!!!1 that the last time I returned a wallet/purse/thing the individual said they didn't have change to reward me with.
