It's generally agreed upon that Penance represents the penance that the party must pay for betraying Yevon.
Other than that, it's a Deus Ex manifestation of the most difficult or highest hit-pointed boss.
But if you ask me, I think it's because Japan is fed up with the United States and screwed us over.
penance is ther so that you can kick it's ass and feel damn good about it!!! just in case whooping nemesis and all the dark aeons isn't good enough for you!!! :D
i think square added it to compensate for the wait that USA and europe had to endure before getting the game. . . . maybe

personally, i think its just a test put in there by the developers to see who has the patience to train up enough to kick its ass, and the skill to boot. there can be heaps of opinions, but only the developers could give a definative ans.

Even though i dont have the international version. I think that Pennace is supossed to be the Final Aeon. Seeing how much harder it is from any other boss and the fact that u have to fight dark aeons in order to unlock him.
Braska's Final Aeon is the current Final Aeon. As explained in the game, the Final Aeon is possessed by Yu Yevon. Thus the need to journe6y and pilgrimage every single time.
I figured he was just the unexplained super tough boss that appears in most of the games. Kinda like Ozma or whatever from FF9.
I wonder if we'll get something extra for having to wait for FF12 longer than USA and Japan ^^
Okay. Penance is this big guy. He's hard. He's their punishment for going against Yevon. He has the second most h.p. of any boss in FF. I think Yiazmat has the highest.
I'm having a hard time beating Penance, eventhough most of my attributes are around 250 and their HP's around 40,000...

although if ur looking for protips, ALL ur stats should be at 255 (max) including luck. high hp is not necessarily important provided you know what you're doing
