He can lie about his role in the story, but not his stats. When you finally run into SOLDIER first class as regular enemies in the game they're badass. Probably almost as kickass as Sephiroth in the flashback. Okay not quite, but they have thousands of HP and can do lots of damage quickly.
Yeah, Barret had sh*te stats too for the leader of a terrorist group.
To be fair they weren't a very good terrorist group until cloud showed up.
Even then a bunch of them get squished and die.
