They're just a good way to let people know that you enjoyed their posts or vice versa.
You also get little ranks under your screenname when you go to your profile (or Visitor Message page) depending on how many rep points you have. You get a new one for every 10 rep (I think)

Anyway, it's also much more efficient than +1 or "I agree/concur" or just restating what someone else had posted.
I thought there used to be a list of the various titles floating about but I'm not sure where that is, if it still exists.
Also, people like it when you leave comments along with the hug. I know I like to read the ones I get.
