Yes it is, but you may want to check your setting. If they allow you to use WiFi I can't see why adding friend codes from other countries would be a problem. It's like saying that you can't send...

That quicksave tech won't work because when you continue the game from the quicksave the data will get deleted :( . So your best bet is to train alot before you enter.
