Well, there's Atma, who is about as hard as Kefka (arguable), but definitely not super-hard due to low HP.
And there's a very hard enemy called CzarDragon, but you can't fight him in a non-hacked...

In my game it does change. There are some exceptions but only a few.
As I wrote in the other thread: Ifrit is one of the few exceptions. If the other bosses' HP don't increase as you level up, it might be a glitch in your game or something...
