Well I'm 99% positive that when you defeat Sin.....
Well I'm 99% positive that when you defeat Sin.. (the encounter on the AirShip where he has 180,000 HP and such) it gives you a no encounter weapon for Lulu. Seems like I've done this about 3 times...
