Your rare monster is a turtle who likes to swim

(SPOILER)Go to the zone he says, and there is a very clear path to a higher elevation. Take that, stand up there a few moments and look down at the coastline/beach/sea. A huge turtle will come out of the ocean.... go have fun

16 chests are near the turtle
He is at the furtherest point in one direction.

(SPOILER)East, go east and wait atop the cliff... span the camera to look down at the shore.

Go to www.ff12maps.com , select "Rares" in the menu and pick a enemy. We listed every requirement for the enemy to appear.

That's definitely the easiest of the rare monsters to get to appear. All the ones after the initial find are a pain to get to show up, sheesh.
