I like the Shadow one cuz i like Shadow xD...
But the one that made my day was the Merchant/locke one xD... oh lol... what a great scene!!!.... not so much for how locke looks, in spite he looks pretty fine... but i laught a lot when i saw that merchant almost naked xD... i was laughing for hours! xD
I think the best Clothing Change is the Merchant/naked-merchant one!

Hmm, tough one.
I love how Edgar looks more hardcore but I'm sooo crushing on Celes in that dress *sigh* and Terra looks sweet sexy and otherworldly all at once.
Locke is just plain fun in his outfits and they add depth to his character and abilities yet Gau's change has so much significance and hoopla attached to it.
I honestly can't pick just one for loving them all and that just makes it all the better.
