Too big.
True.
If you want to go to another server and create a character, you'll need a world pass, I believe.
Yes, it's retarded. Ask someone for a world pass on the server you want to join.

can you hear me in the void?
They do it so that one server doesnt go massive and others dont go tiny.
jkhkjg
As happened to Ragnarok back in the day when everyone did the create/delete trick to get there, till they locked the server, minus world pass immigration, and changed that little 'trick' to pick servers.
Personally I don't mind it being the way it is. It helps control server population better then picking ever could.
This space intentionally left blank.
can i get my lvl 23 character to ifrit? if i get a world pass? or would i have to make another character?
Too big.
No, that's why you should fix a world pass as early as possible.

Sorry but you'll loose ur lvl 23 if you switch servers. you'll have to start over from square 1 ; ;

***EDIT***
I hope no one else has the same name as your character on Ifrit ... would suck to have to rename your character or change spelling of ; ;
Chuck Noblet: Can anyone tell me the tragic irony of the Trojan War? Tina? Tina: Um, that horses are friendly creatures yet a hollow, wooden one was used to destroy Troy? Chuck Noblet: Wrong and no. Anyone else? Chip? Chip: That the mighty warrior Achilles was killed by a small cut to his ankle. Chuck Noblet: Chip is wronger. OK, here it is. The tragic irony of the Trojan War is that though it was fought over Helen, who was young and beautiful, by the time they rescued her ten years later, she was old and ugly. Tina: But wasn't recovering the king's wife reward enough for the Greeks? Chuck Noblet: Tina, an ugly woman is never a reward.
