This cartoon was made by Frederator Studios, which are the same people who do The Fairly Odd Parents. This particular episode was done as part of a series called "Random! Cartoons", shown alongside two other short cartoons. As far as I'm aware it isn't a full series. The actual production company was founded by Fred Seibert, who was responsible for bringing the likes of Cow and Chicken, Dexter's Laboratory and Johnny Bravo.
