Maximilian is the best armor in the game but you buy it only at the Necrohol of Nabudis, after Giruvegan iirc.

Get a Crystal shield or a Demon Shield on Phon Coast or Mosphorian Highwaste. Good armor would be there too, they are the two best armor shops before Archades.
