(SPOILER)Two friends used to play together and were able to pass through severely violent storms using the windvane. A man from the empire was studying these storms. Somewhere in the city are these two friends, each at a separate location. So... talk to empire scout guy, then to the friends, one then the other... then get the windvane which it appears you have. Now bring it back and talk to those 3, some may have moved. Now the windvane is yours, and you need to find a particularly violent sandstorm "zone" or area in the westersands(sp?)
