There is no such creature as the Ragtimer, however there is a card titled Ragtimer with an image of the Ragtime Mouse, indicating you need to be in a card battle (or just browsing through your cards) to enounter it.
(SPOILER)Ragtimer and Ragtime Mouse are really the same thing. "Ragtimer" was what the game called him when one of his questions he said was: "True or False? You can defeat Ragtimer." He was talking about himself. Probably the reason people call him "Ragtime Mouse" was because FF9's strategy guide used that name. Heck, the strategy guide even said that the structure you examine to fight Ozma was an Eidolon grave.
