Oh, duh, I just figured it out. I was a bit warm though while I was thinking of Doma. It's Cyan/Cayenne.

A coward's what I'm not. Nope, he just speaks with an old English accent (in the NA release, at least), and got such a big grudge against the Empire that his ghost would haunt them if Kefka didn't kill the Emperor, destroyed Vector and most of the world, and then got defeated by the party.
