There are several reasons:
First, there are a lot more fans than there are game designers. You'd be surprised how many bad fanvids there are out there. Far more than there are good ones.
Second, game designers have to respect copyright laws. That music did not belong to them, so using it would be far more difficult for them than it would be for a fan.
Third, game designers must respect the laws of time. IIRC, that music is from the new "Chronicles of Narnia: The Lion, the Witch, and the Wardrobe", which came out after FFX. Again, that makes using it difficult.
Fourth, the designers of the trailers are more restricted as to what they can put in. There are undoubtedly some scenes which they simply would not be allowed to put in a trailer. Fans, on the other hand, have seen the entire game, can mix and match whatever they want with no regards for what their bosses might think about their choices.
It sucks, but fans have a lot more flexibility in designing their trailers than the big companies do. Square Enix may have the resources to make some nice ones, but it's hard to compete with a hundred thousand fan vids.
