Kinda reminds me of my anthropology class when we were discussing perceptional categorizations and applying it to both marriage and eating habits of various cultures. I believe in Western culture dogs and cats are closely associated with humans thus it is taboo to eat them. I imagine in other cultures where their views are different that it is quite possible that they do eat dog or cat, but as far as I am aware of I cannot think of a culture or people that make it regular practise.
Also, if you are starving eventually survival instincts will override any of those culturally constructed taboos on eating cat or dogs. As inappropriate as it is, it is a "dog eat dog" kinda world.

I think you ought to realise a lot of that got started up during the vietnamese and korean wars, whether or not they did/do eat dogs is regardless in my eyes as to the reason they ate/eat dogs.
