I've just never seen a special weapon effect trigger when x-fighting. I know that the "expend MP for critical hit" effect of the Lightbringer definitely does not work with x-fight.

Yes, the wind effect does activate with the Master's Scroll. I have Cyan rocking it right now.

With a little luck, it's easily the best attack in the game.

Interesting. Ill have to try that. Right now I got Sabin using the m scroll. This is what I wanted to do with Celes but blah on that idea. If this works then, DAMN! Cyan will be in my main pt set up indefinately.

You can also get more Master's Scrolls in the Soul Shrine, so eventually you'll be able to put them on whoever you want, until then Cyan is definitely your best choice, provided you picked up both Kazekiris. If not, you can fight Number 128 and steal Kazekiris from him in the Soul Shrine as well. Wheee.
