Larsa is a boy, he has a boy´s voice and the official guide says that he is a boy. So I would go for the fact that he is a boy.

Well, the game does say he's (SPOILER)Vayne's Brother so... yeah, he's a boy.
I think he sounds like a woman is because the actor is talking with a British accent and it makes him sound more womany. But, when I describe him and Vaan, I use 'She' and 'Her' as a pronoun.

I thought he looked like a girl when I saw a picture of him months before the game was released, but when I saw him in game he seemed to possess no feminine traits at all, except for his hair.

SE have a tendancy (and some other things made in Japan) to make a lot of their male characters "beautiful" (especially when that character is evil) rather than manly. This can often lead to brief mistaken sexuality of characters.
