In my novelization I introduce the idea that Fujin has a mental disorder where she is closed up for the most part, and as a result she projects an air of dominance over her friendship with Fujin--an easy target since he's such an easy-going guy--and speaks in one-word phrases in an almost milirary fashion, mainly expressing her feelings at at the surface. This wears off and her real self comes out at moments of extreme emotional distress, such as facing Seifer for what he's been doing.
I also suggest that there is nothing wrong with her eye, but that it's also part of her delusion.
