That doesn't mean I agree with you, though.
Grades, in my opinion, are based heavily on effort. (Hence, A for effort.) You get what you put in and I really don't think rounding up is the thing to do. Why not round down? Why not say, "59.9? That's higher than 50 so let's round that up to 100, 'K?"
Yes. 59.9s should be legal.
