I'm so sorry that your teacher doesn't round your grade up and give you a dishonest grade.
Rounding a number that close to 60 is by far the only way to go.
Maybe if you did a decent amount of work and gave yourself more cushion it wouldn't be a problem.

That is evil to do, but I can see the point of not passing you if you did not do the work. Still, if you did the work and showed an effort, that is just a cruel way of failing someone.
