I wouldn't think that would be necessary using standard IP stuff, because as long as you know the host's external IP and they have all their ports forwarded properly to allow hosting, there shouldn't be anything stopping you from just typing in their IP and joining.
I don't have a copy of SC or WC3 to try, but I do have Diablo 2, which I have to imagine runs off of a similar concept for non-BN games. Setting up a private network across just a few computers connected via the internet seems like it's a bit of overkill just to play some games.
