Use Steal + Master Thief to obtain Purifying salts from Fallen Monks. Warrior Monks can only be seen on the Highbridge, before you fight Seymour 2. After that, there are no random encounters on the Highbridge. But it's not worth searching for them, since you get 99 Purifying Salts after unlocking Fafnir, and they're only good for customising No Encounters onto armour.

Plus if the only reason you wanna find Purifyng Salts is indeed for preventing encounters, you might wanna try going down to the Cavern of the Stolen Fayth and killing Ghosts... well, that's my personal favourite anyway. Anything with "Peaceful" in the name, with the exception of Wakka, whose item will be called "Off Season".
