Creating a MS Network over the internet

Before actually asking, I'll admit that networks have never been my strong point, so please don't blame me if I confuse certain items of terminology.

Simply put, I'd like to build a Microsoft Windows Network over the internet to play games with friends in multiplayer without accessing the Battlenet. At this point I'd like to remark that I do have official keys for my games, however, for an unknown reason we're having latency issues with StarCraft and Warcraft III despite our 6mb/s connections.

The idea really is just creating a plausible alternative to the usual type of MS Win Network in order to run there games via the "Play in LAN"-modes, thus including the whole bunch of protocols such as IPX and TCIP.

Dumb Version(c): You know what happens on the Windows systems when you connect two PCs with a LAN-cable or a firewire, or anything else really, and you see the other PC in your workgroup. How do I get the same result over the internet? What, if any, software do I need to achieve the effect?

 Thanks in advance.
