Way back once upon a time, I went 1/1 on Leaping Lizzy. This was back when they were still Leaping Boots, mind you.

Afterwards I went something close to 0/25. I never much enjoyed NM camping, although I did spend an awful lot of time camping Spook (granted, the idiot isn't really an NM) before there were twelve people camping him at all times.

Nobody SCs KB anyway. It's a kite+nuke fest for the most part. Standing still long enough to make a SC would just mean that everyone would get hit with meteor and your group would wipe.

or say Aquarius, if using a WS to kill them nerfed the drop then it would be extremely hard to kill them, especially in a close call,
Aquarius is duoable by me and my wife (soloable my some) and not extremely difficult. I think the drop-rate on Francisca is 100% anyway. As per your point, there are some mobs that would be nearly impossible without WS because they have a rage timer. If you don't beat them within a certain amount of time they will rage and become pretty much impossible.

as well as pissing players off which is the last thing SE wants to do intentionally.
    That's highly debatable.

Plus, why? Think about it, why? It takes strategy out of killing certain NMs too.
What strategy? What small amount of strategy there is for a given NM has little to do with SCing. Almost all strategy has to do with stun lines, standing in the right place or kiting. SCs aren't really part of the strategy... they are more of an afterthought except in a few cases.

I think a solid estimate of JEJs drop rate is probably around 1/100 and an estimate of LL is probably around 1/25.
