It's more confusing in XII. Vaan's surname (Ratsbane) is merely made up. Only Basch (fon Ronsenburg) and Ashe (Full name: Ashelia B'nargin Dalmasca) have surnames while Penelo, Fran and Balthier (Balflear in the Japanese version) have none.

Actually Balthier has one. He says it when they are in Phon Coast.
