Dude, most of Ozma's attacks aren't reflectable. And he won't even bother casting Holy, Flare, or Death if you do happen to have reflect.

LONG POST AHEAD

You don't need to be lvl 70+ to beat him like most people; I beat him at about lvl 55 and there are people who have beaten him at lvl 1. But I do recommend doing the Friendly Spirits side quest.

You should ALWAYS have Auto-Life. You should also have Clear Headed and Antibody to prevent Confuse and Venom from one of his attacks.

The first thing you need to know is that you have to make every turn count. The reason is because Ozma is fast, but he also has a cheap trick. Whenever one of your characters' ATB bar fills up, Ozma automatically gets a turn and will attack before that character. (Though you can prevent him from doing this by making commands during the animation of HIS attacks) Here's his attacks:

Holy: High Holy Elemental damage on the target. He won't use it if that character absorbs Holy or has Reflect.
Death: Inflicts KO. It will miss on a rare occasion.
Lvl 5 Death: Casts Death on those with levels that are multiples of 5. He won't use it if nobody is a multiple of level 5.
Lvl 4 Holy: Casts Holy on those with levels that are multiples of 4. Won't use if nobody is a multiple of level 4.
Flare: High Non Elemental damage on the target. Won't use if that character has Reflect.
Curaga: Heals himself for about 7000+ and sometimes counters with it.
Doomsday: High Shadow Elemental Damage to the party and Ozma himself. If you did the Friendly Spirits side quest, his weakness will be Shadow and it will really hurt him; if not, he will absorb it. Equip shadow-absorbing gear and PRAY he uses this a lot. Seriously, you NEED shadow absorbing gear; otherwise you will be seeing 9000+ damage on your characters.
Flare Star: Targets the entire party, doing damage. Damage for each specific character is (Character's Lvl *50)
Meteor: This is the attack you will hate the most. The damage is actually random, though you will most likely see 7000+ to your characters. One of them might survive if you are lucky. It NEVER misses.
Curse: Physical attack that does high damage and inflicts statuses. Mini can’t be prevented, but Venom and Confuse can. This is also the attack that you DON’T want Ozma to use.
Berserk: He will use this as a counter attack twice in the battle. It is an unpreventable status that can ONLY be cured with Gyashl Greens, but it can miss.
MP Absorb: Drains all of the MP of the target and restores his own MP by that much. He will only use this if he is low on MP.
Esuna: Heals bad statuses. He will only use this if you inflict Darkness or Slow. (Though it hardly matters, since most of his attacks are magic and never miss, and he has the cheap trick where he automatically gets a turn before your characters every time.)
Since you probably might not use the party that people might use, you can do these things with the characters:
Zidane: Use Thievery if you have powered it up enough. Otherwise, have him on Standby ready to heal, or use his powerful Dyne attacks if he Trances.

Dagger: Have her use healing spells (though it might not matter since he might be able to kill you in about 1 hit) and summon Ark if you did the Friendly Monster side quest and if you have Ark.

Vivi: Give him the Return Magic ability, so that he can send Ozma’s spells right back at him. This is really useful if Vivi returns Doomsday (and you did the sidequest). Otherwise, you can also have him cast Doomsday (if you did the side-quest) to hit Ozma hard and heal your party.

Steiner: Use Shock. It will almost always do 9999 unless he is under Mini status.

Freya: Use Dragon’s Crest if you have powered it up enough. Mini status will not affect the damage it does. If she trances, have her use Jump so she can pummel Ozma and avoid his attacks at the same time.

Quina: Having cast Auto-Life on your characters can be really useful. You can also use Mighty Guard to try and reduce the damage to Ozma’s attacks, White Wind to heal, and Angel Snack to use a Remedy to heal statuses of the characters affected by Curse. Use Magic Hammer if you plan on doing the strategy to drain Ozma’s MP.

Eiko: You can summon Phoenix to Revive multiple KO’d party members (though it won’t do much damage to Ozma). Have her use her Double White Trance ability to cast 2 spells at once. 2 Full Lifes can be very useful. If she is in your party, there is also a chance Phoenix will come to revive your party if they are all KO’d and save you from a Game Over.

Amarant: You can use abilities like Chakra (I think that’s what it was called. Or Aura.) to inflict good statuses on a character (I think one of those statuses is Auto-Life) and you can also use No Mercy to inflict damage.
