Nahhh, that would defy the rules of major villains from previous FF's traveling to other ones.
Gilgamesh is funny anyway, and Sephiroth isn't. He's just cold and miserable, also he featured as a boss in KH2, so there would be no point being stupid and putting him in XII.
EOFF needs a resurgence to it's former glory.
putting The one and only Sephiroth himself in FF 12 isn't a good idea.
but perhaps making an enemy called sehpiroth (who is of coursem a completely different person.) would be a nice reference.
