Here's a fact, I experienced last night when a friend wanted me to help him tradevolve some pokemon (Rhydon, Dusclops, Scyther). I had yet to beat the 7th gym, but he was able to trade them with me, and evolve them effortlessly. We even disconnected accidentally part of the way through, and the Pokemon stayed in my party like normal.
Afterwards, I wanted to see the Pokemon that evolved again, cuz they were pretty trippy (particularly Rhydon's evolution). However, they do not show up in my Sinnoh Dex, and I can't access them at all. I hope they will show up when I get the National Dex.
Regardless, you can get any Pokemon in a traditional trade, regardless of if you have the National Dex. They just won't show up in your Pokedex.
Exactly. Point is, you can get the Pokemon from a traditional trade, they just won't show up in your Pokedex if you only have the Sinnoh Dex.
By traditional, I mean 'not the GTS'. GTS only works with Pokemon you've seen, which means they have to be registered in your Pokedex. You may have battled a friend's Bulbasaur online, but unless you have the National Dex, it won't be in the Pokedex, so you can't request it off of the GTS.
I'm gonna throw out a request for a burmy if anyone has one. I need to get all three forms to get that blasted macho brace. EV training will be so much easier then. Also, does anyone know if the pokerus exists in D/P?

The pokerus doubles the amount of EVs earned by the infected pokemon. Apparently it's rarer than shiny pokemon. I'm trying to find someone online who will trade an infected pokemon with me.
EVs (Effort Values) are one of many hidden values that affect your pokemon's stats. There's also nature values (dealing with the 10% bonuses or penalties that different natures offer to different stats), level value (just your pokemon's level). and IVs (Individual Values).
EVs and IVs are most influential towards your pokemon's stats. Only EVs are easily manipulated as IVs are randomly generated when a pokemon is caught/hatched. For more detailed explanations check out the subcategories listed on this page.
